Connecting People to Jobs: Neighborhood Workforce Pipelines, by John E. Padilla, is part of the Annie E. Casey Foundation’s Making Connections program to help poor families and children. Mr. Padilla, a senior fellow at the foundation, focuses on how organizations can help needy people acquire skills and gain access to child care, transportation, and other things they need to find and keep good jobs. Such organizations also work with employers to develop training programs for potential workers. The publication discusses the factors that influence the success of the foundation’s method, what types of local groups might help with part of the employment process, and how to begin a jobs program. Appendices include information on evaluating job-placement efforts, setting goals, and analyzing a region’s labor market.
