Russian Charities Get Outside Help

Cherie Blair, the wife of Prime Minister Tony Blair of Britain, has offered legal assistance to Russian human-rights and aid groups that want to challenge a new law that restricts nonprofit activities, The New York Times reports.

The law in question requires nonprofit groups to re-register and forbids them from using foreign money for political activities.
