The U.S. Congress is following the lead of philanthropists like Bill Gates and carving out a larger share of its foreign-aid budget to fight infectious disease, reports The Wall Street Journal. The federal government is expected to spend $3.65-billion on global-health programs for the fiscal year ending in 2006, compared with about $1.28-billion in 2001. The Bill and Melinda Gates Foundation, which has spent about $6-billion on global-health programs, has encouraged and bolstered government spending.
