The Council on Foundations, which represents more than 1,700 grant makers, has announced the recipients of two of its most prestigious awards:
* The Robert W. Scrivner Award for Creative Grantmaking has been given to Ethel Rios de Betancourt, president of the Puerto Rico Community Foundation, in San Juan. She was honored for her efforts to broaden public understanding of philanthropy in Puerto Rico and to encourage more people there to give.
* The Distinguished Grantmaker Award, for lifetime achievement in philanthropy, has been awarded to Cole Wilbur, who led the David and Lucile Packard Foundation, in Los Altos, Cal., for 22 years. Mr. Wilbur, 64, announced his intention to retire last year as executive director. He will join the foundation’s board in May.
Both awards will be presented at the council’s annual meeting in New Orleans on April 18-21.
