IRS Seeks Charity Advice on Plan to Reorganize

The I.R.S. is asking for help as it restructures. Earlier this year, Commissioner of Internal Revenue Charles O. Rossotti announced plans to modernize the service, in part by consolidating much of its bureaucracy into four “operating units,” one of which will include the “tax-exempt sector” of charities, pension plans, and state and local governments (The Chronicle, February 12).
The I.R.S. wants anyone who deals with the service — including charity officials, lawyers, and accountants — to tell the agency what programs and procedures already work well, “what doesn’t work so well and could use some improvements,” and what new efforts the government should make, said Evelyn A. Petschek, Assistant Commissioner for Employee Plans and Exempt Organizations.
