Challenges Facing Foundations

Trouble in Foundationland: Looking Back, Looking Ahead, by Peter Frumkin, describes foundations’ longtime efforts to demonstrate effectiveness and accountability. Mr. Frumkin, an associate professor of public policy at Harvard University’s John F. Kennedy School of Government, in Cambridge, Mass., writes that private foundations wind up “in the public spotlight with a fair amount of regularity,” and are often called upon to show that they are making the best use of their philanthropic dollars. His report discusses how foundations have responded to public criticism and regulation in the past. It also focuses on recent scrutiny over how much foundations devote to administrative expenses and the debate over a failed Congressional proposal that would have forced many foundations to disburse more money to charities each year.
