City on a Hill Charter School

Purpose: Established in 1995 by two former teachers at Chelsea (Mass.) High School, Sarah Kass and Ann Connolly Tolkoff, as a public charter high school that emphasizes academic achievement, good citizenship, teacher leadership, and public accountability.

Finances: The school’s $1.6-million budget comes principally from the Commonwealth of Massachusetts. Its affiliated foundation has raised $2.5-million for capital projects, college scholarships, and other purposes.
