The report, which is based on interviews, articles, data from the Foundation Center, and summaries of case studies and other research, analyzes the recent drop in the percentage of foundation dollars earmarked for programs that help minorities, looks at how differing definitions of racial justice shape giving priorities, and explores which grant-making strategies have been most effective in promoting social justice. Its recommendations for donors include making racial justice an explicit grant-making category and establishing criteria for selecting grantees that will encourage the advancement of racial justice.
