Arthur Andersen Guide to Navigating Intermediate Sanctions: Compliance and Documentation Guidelines for Health Care and Other Tax-Exempt Organizations, by Diane Cornwell, Vincent J. Crowley, Jeffrey D. Frank, and Anne M. McGeorge, provides organizations that are tax-exempt under Sections 501(c)(3) and 501(c)(4) of the Internal Revenue Code with information about the intermediate-sanctions law, which allows the I.R.S. to penalize individual board members, executives, and others who authorize or participate in a violation of tax laws. In addition to giving an overview of the new law, the book shows how to review policies in light of it and to figure out potential areas of liability, determining who is affected by the law and examining revenue-sharing transactions. Checklists and charts throughout the chapters are designed to help charities document their activities in case the government decides to conduct an inquiry. A diskette contains customizable forms in Microsoft Word. The authors are members of the Arthur Andersen units that specialize in working with health-care organizations and other tax-exempt groups.
