Governments in Africa and South Asia are criticizing international aid groups for exaggerating humanitarian crises to raise money or using donations earmarked for their countries for other purposes, reports The New York Times. Aid groups say that such complaints arise from foreign governments that are trying to assert more control over outside charitable organizations and feel threatened by their presence.
