New IRS Charity Division to Be Based in Washington

The I.R.S. has announced that the headquarters of its new Tax Exempt Operating Division will be set up in the Washington metropolitan area by the middle of the year.
Commissioner of Internal Revenue Charles O. Rossotti announced a year ago that he would consolidate the service’s bureaucracy into four units, one of which will include the “tax-exempt sector” of charities, pension plans, and state and local governments. Congress had directed the I.R.S. to replace its current geographically organized structure with one based on divisions that serve particular groups.
