President George W. Bush has selected Randall Tobias, the U.S. global AIDS coordinator, to head the U.S. Agency for International Development as part of an overhaul of international-aid efforts, reports Reuters. To make international aid conform more directly with U.S. foreign-policy goals, Mr. Tobias will serve both as chief executive of USAID and as director of foreign assistance for the State Department.
