Nonprofit Satellite-Television Policy Comes Under Fire

A federal rule that requires satellite-television providers to set aside 4 percent of their channel capacity to nonprofit groups for ad-free, educational content is under attack, reports the Los Angeles Times.

Consumer advocates say the rules are ambiguous and rarely enforced, allowing several nonprofit programmers to broadcast advertisements and enter questionable profit-making arrangements.
