Richard Ragan, head of the United Nations World Food Program’s operations in North Korea, faces one of the most difficult challenges in relief work, a government that is often hostile to charities, says The Wall Street Journal in a profile of Mr. Ragan. Mr. Ragan is working on a way to continue his group’s programs in the country, which last fall said it would bar groups providing food assistance.
