Carroll Community College (Westminster, Md.): Appointed Steven Wantz, senior vice president for retail banking at Westminster Union Bank (Westminster), to be executive director of institutional development.

Hale House (New York): Appointed Lawrence F. Davenport, deputy chief administrative officer of the U.S. House of Representatives (Washington), to be executive director. Hale House provides care to children born with HIV or exposed to drugs in utero, and those whose mothers are incarcerated. Mr. Davenport succeeds Lorraine E. Hale, a co-founder of the charity, who was forced to resign after she and her husband were indicted on charges that they stole more than $1-million from the charity. The couple have pleaded not guilty.
Hubert H. Humphrey Institute of Public Affairs, U. of Minnesota: William Díaz, director of the Program on Public Policy, Philanthropy, and the Nonprofit Sector, died May 18 at the age of 55.
