J. Ashburn Jr. Youth Center (Columbus, Ohio): Appointed Jonathon D. Bailey Sr., patient-relations coordinator at Grant Medical Center (Columbus), to be executive director.
Asian U. for Women Support Foundation (New York): Appointed Judith J. Plows, vice president for finance and operations at the Nonprofit Finance Fund (New York), to be executive director.
Heinrich Böll Foundation (Berlin): Appointed Helga Flores-Trejo, a science adviser to the German Parliament (Berlin), to be director of the Washington office. She succeeds Sascha Müller-Kraenner, who has resigned.
Boston Latin School Association: Appointed David S. Weiner, a consultant and visiting professor of health policy at Brandeis U. (Waltham, Mass.), to be executive director.
Brooklyn Public Library (N.Y.): Appointed Ginnie Cooper, director of the Multnomah County Library (Portland, Ore.), to be executive director.
California Voter Foundation (Davis): Appointed Rachel Zenner, national director of American affairs and domestic policy at Ha-dassah, the Women’s Zionist Organization of America (New York), to be program director. This organization promotes the use of technology to improve democratic institutions and provides nonpartisan voter information on the Internet.
Carnegie Institution of Washington: Appointed Richard A. Meserve, chairman of the U.S. Nuclear Regulatory Commission (Washington), to be president. He replaces Maxine F. Singer, who has retired.
Center on Philanthropy at Indiana U. (Indianapolis): Appointed Paul G. Schervish, a professor of sociology and director of the Social Welfare Research Institute at Boston College (Chestnut Hill, Mass.), also to be a national research fellow.
Children’s Aid Society (New York): Appointed C. Warren Moses, chief operating officer and associate executive director, to be executive director.
Colburn Gem and Mineral Museum (Asheville, N.C.): Appointed Debbie Mowrey, executive director of the Transylvania Arts Council (Brevard, N.C.), to be executive director.
Columbus Jewish Federation (Ohio): Appointed Marsha F. Hurwitz, executive director of the Jewish Community Federation of Richmond (Va.), to be president and chief executive officer.
Davenport Museum of Art (Iowa): Appointed Linda Downs, education director at the National Gallery of Art (Washington), to be director.
D.C. Employment Justice Center (Washington): Appointed Arthur P. Rogers, partner at Whiteford, Taylor, and Preston (Washington), to be senior attorney at this nonprofit organization that provides legal services and other support to low-wage workers.
Gilda’s Club Chicago: Appointed Jennifer Mower, director of special events and auxiliary boards at the Boys & Girls Clubs of Chicago, to be development manager. Gilda’s Club, named after the late comedian Gilda Radner, provides support services to people living with or affected by cancer.
Heritage Foundation (Washington): Appointed Peter Brookes, senior research fellow for homeland security and national defense, also to be director of the Asian Studies Center. He succeeds Larry M. Wortzel, who has been appointed vice president and director of the organization’s Kathryn and Shelby Cullom Davis Institute for International Studies. Also, Rebecca Hagelin, director of communications, was appointed vice president of communications and marketing.
Home of Guiding Hands Foundation (Lakeside, Calif.): Appointed Martha Baker, a consultant in San Diego, to be director of this organization that assists people with developmental disabilities.
Independent Sector (Washington): Appointed Peter Shiras, senior vice president for programs, to be interim president and chief executive officer. Sara E. Meléndez, president since 1994, announced in August her intent to resign at year’s end. Ms. Meléndez will teach nonprofit management at George Washington U. (Washington).
Lafayette College (Easton, Pa.): Appointed James W. Dicker, director of development and alumni affairs, to be vice president for development and college relations. He succeeds Gary A. Evans, who will become special assistant to the president.
Lawyers Alliance for New York: Appointed Sunita Subramanian, a corporate associate at Weil, Gotshal, and Manges (New York), to be a staff attorney, leading the alliance’s Disaster Relief and Recovery Program.
Selma M. Levine School of Music (Washington): Appointed Peter A. Jablow, director of the broadcast practice at KPMG Consulting (McLean, Va.), to be president and chief executive officer.
Martha Graham Center for Contemporary Dance (New York): Appointed Terese Capucilli, a dancer and professor at the Juilliard School (New York), and Christine Dakin, a dancer and professor at the Juilliard School (New York), to be artistic directors.
