Proposed Kansas Constitutional Amendment Would Allow For Charitable Raffles

A proposal on Tuesday’s ballot in Kansas would amend the state constitution to allow churches, schools, and other nonprofits to hold charitable raffles, the Kansas City Star reports.

Gov. Sam Brownback previously vetoed related legislation. Some nonprofits have staged raffles despite the existing state law. Supporters say such raffles are one way to increase revenue, even if they represent a small percentage of overall budgets. The Kansas Department of Revenue would be responsible for regulating nonprofit raffles.
