Russia Delays Foreign Aid to Charities

Charities that support human rights and democracy in Russia say authorities there are delaying the distribution of grants from European and U.S. governments, reports The Wall Street Journal.
Concerns about the delays come as Russia prepares to begin enforcing a new law that increases state control of nonprofit organizations.
