A charity founded by U.S. Sen. Rick Santorum, Republican of Pennsylvania, spent about 36 percent of the nearly $1-million it raised on charitable grants to fight social problems, while spending 56.5 percent on salaries, travel, and other expenses, according to a review of the organization’s 2001, 2002, and 2003 federal tax returns by The American Prospect, a liberal magazine. The Operation Good Neighbor Foundation, in West Conshohocken, Pa., has also not registered with the Pennsylvania Department of State, says the magazine. The senator’s office declined to comment.
