Tax Agency to Hold Hearing on New Penalties

The I.R.S. is inviting charity officials and others to attend a public hearing on March 16 to discuss the tax agency’s proposed regulations that are designed to punish people who receive overly generous financial benefits through their involvement with non-profit groups (The Chronicle, January 28). The proposed rules are meant to carry out a law that Congress enacted in 1996 to allow the service to levy fines on charity officials who receive inappropriately high salaries or perquisites, as well as on trustees who authorize the arrangements.
The hearing will be held in the federal building in New Carrollton, Md., just outside Washington. People in the Los Angeles area will be able to make presentations to the East Coast hearing via a special video link.
The I.R.S. said that those who would like to speak at the hearing must make a request to do so and send outlines of their remarks to the government before the end of February.
