  • A group of organizations opposing permanent repeal of the estate tax has released a report that says such a repeal would cause states to lose an average of $187-million annually in donations.   • The IRS has released an article discussing its test for determining whether a tax-exempt group qualifies as a charity. The article, “Organizational Test — IRC 501(c)(3),” can be found online at http://www.irs.gov/charities/article/0,,id=101915,00.html. It will be available in printed form later this year in the tax agency’s Continuing Professional Education textbook for fiscal 2004.
