Tax Analysts, a nonprofit publisher of tax information, told the U.S. Court of Appeals for the District of Columbia Circuit that a district court erred in denying its request under the Freedom of Information Act for a copy of letter rulings denying or revoking charities’ tax-exempt status. A lower court ruled in February that the material is confidential.
